Jim was a down to earth person who always believed do what is right and act went needed. I learned a lot for him especially his sense of humor... Live long... and prosper Jim from an alumni of UCPD...

I first met Jim as a cadet at Scarlet Oaks, like so many others have already said he became a firend and a mentor. He supported me and counseled me and kicked me when I needed it. He was always a phone call away and I will truly miss the heart to hearts we had that made me a better human being. Thanks to you for always being there and many thanks to your family who supported you and allowed your presence in our lives. You have changed the world, because you touched our lives.
~ Beth Mason - October 27, 2017
I am very sorry for the passing of one of America's Finest! I had the honor to know Jim and see his BIG heart in action. Our thoughts and prayers are with Jim and his families; personal and law enforcement. He saved many lives through his work and training.

Dear Rhonda and Molly,
I am so sorry to learn about Jim's passing. He fought a long hard battle and I hope knowing he is no longer suffering is some small piece of comfort.
My thoughts and prayers are with you and your family during this difficult time.
~ Melinda Faulconer - October 19, 2017
I had the privilege of working with Jim for many years at UCPD. He was a talented and hard working investigator, and one of the first in our area to become an expert in the then new field of computer crime. After retiring from UC, Jim continued to support the law enforcement community and develop future officers at Scarlet Oaks police academy. He will be missed, but not forgotten.
~ Jeff Corcoran - October 15, 2017
May you rest in peace Jim. I am forever grateful for the training you help me with in martial arts. You taught me how to use a Kubotan I am still teaching the Kubotan in our self defense classes the way you showed me. My prayers and thoughts are with your family during this difficult time.
~ James Howard - October 15, 2017
Jim,
I have known you for about 30 years now and have considered you a friend and mentor for most of that time. I knew you in the beginning as a law enforcement trainer then as a friend. You trained and mentored me like so many that came before and after. I highly enjoyed and will cherish our time teaching together. The tactics you’ve taught, the stories you’ve told and the memories we’ve shared are very special to me. The lives you have you have touched and the police officers that are safer on the streets and better men and women all around because of you are many. Rest easy Jim, you have earned it.

I first met Jim when I started with UCPD in 1989. Jim was an awesome mentor and instructor. I will be forever blessed to of worked with and known Jim. I learned a lot from Jim and still use it today even being a Federal Police Officer! RIP! Jim. Your service in the Thin Blue Line is done. We will take it from here, you go and rest now. I will see you later seated at the right hand of our father! God bless! Ofc. James P. Lunkenheimer UCPD #213 (Retired) from Longmont, Colorado.

My thoughts and prayers are with Jim's family and friends. I have many fond memories working with Jim as a police detective in Cincinnati, we solved a lot of cases together, had a lot of laughs, and Jim was someone you could always count on. I wish you all many fond and loving memories of Jim. Detective, Howard Moster

I met “Officer Downing” while I was a Police cadet in 1999 at Scarlet Oaks Police Academy. Officer Downing was one of my favorite instructors who taught me to never give up. I haven’t seen him in years however the last time I saw him I was qualifying at the range and we talked for awhile, this is when he told me that he had cancer but he was going to kick it’s ass!! He never gave up he always fought the damn beast “CANCER” god needed him and now he is free from the pain and sickness of the beast. I will always remember the Police Academy and the joy I had while being taught by Jim!! Semper Fi Marine your brothers and sisters will now have a hero watching over them. RIP~

I trained with Jim in Tae Kwon Do for many years. He was a tremendous martial artist and an outstanding instructor. While I attended The University Of Cincinnati Jim was a member of the UC Police Dept. He always took the time to check in with me to make sure I was staying out of trouble and doing what I was supposed to be doing. Upon graduation I worked for the next 10 years as a private investigator. And again, Jim was always there to help me with any info I needed. It kind of just speaks to the type of person he was. A caring, giving, and honorable man. On behalf of the many martial artists that he trained with I would like to offer my condolences to his family.

I had the privilege and honor of working with Jim. He was an excellent range master, instructor and a dedicated, professional police officer. Anita and I were proud to have Jim and Rhonda as friends. Dear Lord, I pray you take good care of Jim Downing, he's one tough Marine.
